The low cost iPhone 5C will feature Apple?s latest iOS 7 operating software with Siri capability. The price of the new not-so-expensive iPhone is expected to be between $300 and $400 off contract for the 16GB model. Apple will also offer 32GB and 64GB models.

Rumored iPhone 5C and iPhone 5S are to be launched on September 10th with release date pegged for September 20th.

WPP improves outlook for 2013 as revenue picks up

LONDON (Reuters) - WPP, the world's biggest advertising agency, improved its outlook for the full-year on Thursday as it reported a 5 percent rise in like-for-like revenues in July, its strongest monthly rate this year.

The company, which is set to be overtaken in size by the merger of rivals Publicis and Omnicom, said the second half of 2013 would be stronger than the first six months and it expected like-for-like revenue and growth to now top its previous forecast of over 3 percent.

"We'll see how it pans out," chief executive Martin Sorrell said in an interview, declining to be more specific on the year forecast.

"We are running at 2.8 percent by the end of the seventh month, and if your target is 3 or 3 plus, you are well positioned for the other five months on the assumption we continue to grow. So I think we feel good."

WPP confirmed its headline operating profit target of 15.3 percent for the year, up 0.5 percentage points.

The London-listed group posted a 7.1 percent rise in first-half reported revenue to 5.3 billion pounds ($8.23 billion), and a 12 percent rise in headline pretax profit to 524 million pounds, broadly in line with market forecasts.

Like-for-like revenue was up 2.4 percent in the first half.

WPP said it was benefiting from consolidation trends in the industry, winning assignments from existing and new clients, which would be seen in group revenues later in 2013 and 2014.

The group saw strongest revenue growth in Britain in the second quarter, up 5.4 percent on a like-for-like basis, while Western Continental Europe continued to be the weakest region, with like-for-like growth down 1.2 percent.

Shares in the group were up 1.9 percent at 1,200 pence by 0710 GMT.

Analyst David Reynolds at Jefferies said WPP was "navigating a difficult year well" with organic growth hitting estimates at 2.4 percent.

"Much remains to be done to execute a second-half weighted full year, but commentary around July revenues (...) bodes well," he said.

Comment: How the Syrian Electronic Ary hit Twitter and the NY Times

UPDATE, Tuesday, Aug. 27, 10:09 p.m: Once again, it turns out that the Syrian Electronic Army infiltrated its major U.S. media targets indirectly, by compromising a related third party.

The hack that took down the New York Times homepage on Tuesday afternoon and knocked out embedded images on Twitter was the result of a phishing attack on an Australian Web-hosting firm, Melbourne IT, the firm confirmed Tuesday evening. From the Australian Financial Review:

A spokesman for the Melbourne-based company said the login credentials of a reseller for the company had been compromised, allowing attackers to access servers and change key details that direct users to the correct websites.

The New York Times? own story on the hack also identifies the direct target as Melbourne IT, which both the Times and Twitter apparently use as their domain-name registrar. The Times? chief information officer, Marc Frons, affirmed?slightly cryptically?that the culprit was ?the Syrian Electronic Army or someone trying very hard to be them.? Twitter did not mention Melbourne IT or the SEA by name, but issued a statement acknowledging that DNS records had been modified for twimg.com, one of the domains Twitter uses to display images.

The note of uncertainty in Frons? statement about the SEA stems from the murkiness surrounding the hacker group, about which not a lot is known except that it appears to vociferously support the regime of Bashar al-Assad. Whether it does any good on behalf of that regime is unclear. The Washington Post?s Max Fisher suggests that the group?s actions make ?a lot more sense if you think of them as pranksters who also happen to love Assad than as state-aligned hackers in pursuit of concrete goals.? On the other hand, the Times notes that Syrian rebels and some security experts take the group far more seriously, viewing it as ?the outward-facing campaign of a much quieter surveillance campaign focused on Syrian dissidents.?

Either way, it?s clear that the group?s attacks on U.S. media organizations are growing more sophisticated, if still not particularly damaging. Major domain-name registrars like Melbourne IT are supposed to maintain tight security. But the SEA has demonstrated once again the power of carefully crafted phishing attacks?schemes that involve tricking an organization?s individual employees into downloading malware or giving out sensitive information. That?s the same approach the hacker group has used in the past to gain control of the Twitter accounts of major media organizations, including the Associated Press. (I wrote in more detail about the AP phishing attack here.)

Melbourne IT ranks as the world?s sixth-largest ICANN domain registrar, responsible for some 2.5 million domains, according to webhosting.info. By far the largest is U.S.-based Go Daddy, with over 25 million.

Original post, Tuesday, Aug. 27, 5:59 p.m.: Two weeks ago, I wrote that the hackers in the Syrian Electronic Army were getting the upper hand on U.S. media outlets. Today, if initial reports are correct, they appear to have stepped up their game another notch.

The homepage of the New York Times went down Tuesday afternoon, and a spokeswoman for the paper reported that the outage was "most likely" the result of a "malicious external attack." Whether it was in fact the work of the Syrian Electronic Army was not immediately clear, but at least one security researcher reported that the Times? domain name server appeared to be pointing to a Syrian Electronic Army domain. Meanwhile, the Times continued to publish stories using a workaround, directing readers to its naked IP address?http://170.149.168.130/ ?rather than to www.nytimes.com.

Meanwhile, the SEA is claiming that it has hacked Twitter itself:

You might notice that the images in the tweet above are broken. Whether that?s part of the SEA?s Twitter hack is also not clear, but it seems plausible?Twitter was rife with broken images Tuesday afternoon. The link in the tweet points to a ?WhoIs? site, which keeps records the owners of various Web addresses. As of 5:45 p.m. on Wednesday, the site was showing the administrator name for Twitter.com as ?SEA SEA,? with an email address of sea@sea.sy.

Residential PACE Energy Programs Pursue Innovative Approaches

Although the Federal Housing Finance Agency (FHFA) has created strict requirements for residential property-assessed clean energy (PACE) programs, a few states and cities are continuing to develop programs and pass legislation.

PACE programs make it possible for homeowners to finance energy efficiency retrofits and pay for them gradually through property assessments.

To avoid putting homeowners at risk, some programs are attempting to work within the guidelines of the FHFA by making PACE liens lower-priority than mortgages, providing insurance for them, providing homeowners with disclaimers, and/or exploring other legal options.

These limitations don?t apply to commercial PACE programs, which are growing and thriving in many states.

A FHFA Statement Stalled the Growth of PACE Programs

In July 2010, the new residential PACE movement nearly stalled. The FHFA, newly created to protect the damaged housing market, issued a statement saying PACE financing would pose substantial risks to lenders and the loans ?do not have the traditional community benefits associated with taxing initiatives.? The FHFA also expressed skepticism about the performance of the retrofits and the resulting energy savings. The agency advised Fannie Mae and Freddie Mac to avoid buying mortgages for properties with PACE assessments.

The FHFA has said that if communities go ahead with PACE programs that take precedence over mortgages and do not meet the FHFA criteria, it will direct Fannie Mae and Freddie Mac to tighten local loan-to-value ratios and make local income criteria stringent. Thus far, FHFA has not taken such measures with any communities.

?It took us by surprise,? said Cliff Staton, executive vice president of Renewable Funding, a company that provides financing and technology to advance clean energy. ?We knew they had concerns about it, but there were many players in the administration who were actively supporting PACE ? and trying to, in fact, spend hundreds of millions of dollars in DOE funding around the country.?

Lawsuits and Proposed Legislation Have Not Altered the Picture

A large network of concerned organizations has challenged the FHFA?s statement through both lawsuits and legislation. But the FHFA?s position remains unchanged.

?The timing of the rollout of PACE programs was difficult for FHFA and Fannie Mae and Freddie Mac,? Staton said. ?They were suffering the worst of the housing meltdown. From their standpoint, I could see how it might seem like a potential problem.?

?The FHFA was created by Congress in response to the market meltdown,? said David Gabrielson, Executive Director of the advocacy organization PACENow.

Staton said the legislative challenge to the FHFA?s position came from a congressional bill that was introduced by Rep. Mike Thompson, D-Calif., in 2010. Despite widespread bipartisan support, the bill became mired in gridlock and did not pass.

?We got over 50 co-sponsors for that bill in the House ranging the political spectrum from very liberal to very conservative,? Staton said. The supporters included hundreds of organizations from Fortune 500 companies to environmental organizations and chambers of commerce.

The broad bipartisan appeal of PACE programs is due to their job creation potential, minimal cost to governments, and reduction of greenhouse gas emissions, Staton said. Local government rights are also an important issue. He said conservatives thought the FHFA, as a federal organization, should not dictate to states and localities that they should steer clear of creating PACE programs.

A few lawsuits were filed in response to the FHFA statement, but all of them have now run out of steam without successfully pressuring the FHFA to change its position. The first two lawsuits, from communities in New York and Florida, were dismissed. Another lawsuit in California made progress until the U.S. Court of Appeals for the 9th Circuit stated the FHFA was acting as a conservator of the public good and could not be pressured legally into changing its opinion.

Residential PACE Programs Are Moving Forward

Many states and municipalities have legislation that enables residential PACE. Some even have residential PACE programs. These programs are continuing to advance and find innovative ways to address the stringent requirements of the FHFA.

According to Gabrielson, state and local governments have taken a number of different approaches to residential PACE as a result of the FHFA?s positions. There are several approaches municipal and county programs can take if they want to pursue residential PACE.

Some have chosen to make PACE a junior lien with lower priority than mortgage payments. Staton said four states have taken this approach ? Vermont, Oklahoma, Maine and Rhode Island. However, this approach is less attractive to investors than senior-lien PACE is, Staton said.

Gabrielson said Vermont Energy Investment Corporation has taken this approach to attract investors to its subordinate lien program and has used funds from the Regional Greenhouse Gas Initiative to insure PACE loans. The organization also collects an insurance premium from each participating homeowner.

Some municipal and county programs keep PACE as a senior lien, providing disclaimers for homeowners enrolling in the programs. Western Riverside Council of Governments has taken this approach in California with the HERO Program. According to Staton, homeowners have been responsive to the program.

Laura Franke, a senior managing consultant at Public Financial Management, a government and nonprofit financial advisory firm, said the HERO program?s developers have met with the FHFA?s general counsel. The program addressed the FHFA?s requirements by giving homeowners two cautionary messages. The first message tells homeowners they should review their mortgages for any provisions that may be triggered by the assessment. The second message says they may have to pay off their assessments when they sell or refinance their homes.

HERO Programs are expanding their reach throughout California. Franke said 31 cities in five counties have passed resolutions authorizing participation in a statewide program. She also said another HERO Program is being launched in San Bernardino County. This program will include 23 cities.

Existing PACE Programs Are Performing Well

The FHFA?s concerns about risk have not been borne out by existing PACE programs thus far. Gabrielson co-signed a lengthy statement addressed to the FHFA that cited the successes of residential PACE to date.

The statement provides evidence that PACE retrofits increase the value of homes. It also says PACE does not affect the decisions of home appraisers. Some evidence shows PACE retrofits may reduce the risk of defaults on mortgages by making energy more affordable.

?They think homeowners might go into default,? Staton said. ?That?s not been happening. People are not going into default.?

Gabrielson said research from California shows that in three PACE programs with a total of around 3,000 homes, the default rate for mortgages has been less than one percent.

?Energy-efficient homes sell for a premium,? Gabrielson said.

The statement came from over 29 organizations ranging from the American Council for an Energy-Efficient Economy to the Vote Solar Initiative. According to the statement, over 3,000 comment letters were submitted to the FHFA in support of residential PACE programs.

Onyx, Bayer expect new Nexavar decision by Dec. 25

NEW YORK (AP) -- Onyx Pharmaceuticals and Bayer said Tuesday that regulators will conduct a faster review of their pill Nexavar as a treatment for thyroid cancer.

The Food and Drug Administration is reviewing Nexavar as a treatment for locally advanced or metastatic thyroid cancer that doesn't respond to treatment with radioactive iodine. The companies said the FDA expects to complete its review by Dec. 25.

Nexavar is approved as a treatment for inoperable liver cancer and advanced kidney cancer. Onyx and Bayer market the drug together, and sales in 2012 totaled $861 million. The companies are also studying Nexavar as a treatment for breast cancer.

On Sunday, Amgen Inc. said it would buy Onyx for about $10.4 billion, or $125 per share. Onyx's other approved drugs are Stivarga, which is approved as a treatment for colorectal cancer and tumors of the intestinal tract that did not respond to other treatments, and Kyprolis, which was recently approved as a treatment for multiple myeloma, a cancer of the blood. Onyx and Bayer AG also market Stivarga together.

Amgen is the biggest biotech drug company in the world. Its sales totaled $17.27 billion in 2012. The companies expect the deal to close early in the fourth quarter.

Shares of Onyx Pharmaceuticals Inc. slipped 4 cents to $123.45 in morning trading.

Germany-based Bayer AG does not trade on the major U.S. markets.

(AP) ? The victory lap around Lamade Stadium never gets old for Japan, nor does the players' ritual of scooping up some souvenir dirt near the mound after another Little League World Series triumph.

A perennial power in youth baseball, Japan rallied past Chula Vista, Calif., 6-4 on Sunday to win its ninth title and third in four years, the only disappointment in that recent span a loss in 2011 to Huntington Beach, Calif.

Ryusei Hirooka won this one with a two-run double in the bottom of the fifth inning and Shunpei Takagi hit two solo home runs to help keep the Tokyo team undefeated in the tournament.

"In all honesty, I'm really happy," said Japan manager Masumi Omae, who also led the 2003 Japan team to the World Series title. "I definitely always dreamt about coming back to win again. To be able to trust the kids and their abilities is something I'm most proud about."

Facing one last threat in the sixth, the Japanese players erupted in glee, tossing Omae in the air near the mound after his slick fielders had turned a game-ending double play.

"Wanting to be World Series champs is all we've talked about for the last two years," Takagi said. "I was thinking, just get a hit at the plate. The outcome was two homers, so I was really happy."

It was the 14th championship game for Japan and 23rd for California, which has won seven World Series titles.

Giancarlo Cortez had a two-run single and Grant Holman an RBI single for Chula Vista.

Trailing 4-3 after Cortez's clutch single in the fourth, Japan tied it on Takagi's second homer and won it when Hirooka lined a 2-2 pitch down the left-field line after not being able to sacrifice the runners up a base.

"My mind was full, trying to get the bunt down," Hirooka said. "When I didn't get (the bunt) down, my mind was blank. I'm just so happy I could get a hit to help our team win."

California beat Westport, Conn., 12-1 in the U.S. championship game Saturday, while Japan edged Mexico 3-2 for the international title.

The Americans left 12 runners on base in a game that was there for the taking.

"We left some opportunities out there, but give Japan credit," Chula Vista manager Rick Tibbett said. "They made some great defensive plays."

Unbeaten, too, entering the game, Chula Vista struck early to send a message that it would be a tense affair.

Keyed by the shaggy-haired duo of Micah Pietila-Wiggs and Jake Espinoza at the top of the order, California scored twice in the top of the first against Japan starter Kazuki Ishida to put the pressure on. Pietila-Wiggs was hit by a pitch leading off and Espinoza lined a double down the left-field line. Pietila-Wiggs came around to score on a passed ball and Holman singled home Espinoza.

California received a scare when Cortez was hit by a pitch in the helmet during the first inning and departed for a pinch-runner after being examined on the field. Ishida went over to shake Cortez's hand and apologize, and Cortez returned to play his position when Chula Vista took the field for the first time.

Holman, who pitched a no-hitter in the World Series, hadn't pitched since Wednesday and was shaky at the outset, walking two of the first three batters he faced and throwing a wild pitch as Japan quickly mounted a threat of its own and tied the score.

Takuma Gomi, whose dramatic solo home run in the top of the sixth had given Japan a 3-2 victory over Mexico in the international championship Saturday, lined an RBI single. A botched throw in from the outfield on the hit sailed wide of home plate, allowing Takagi, who had walked, to score the second run.

California escaped further damage when Kyousuke Kobayashi singled to center and Espinoza threw out Gomi at home.

The West champions mounted another threat in the second, loading the bases with two outs. But Holman struck out, waving his bat ever-so-slightly at a pitch that was low and outside and shaking his head in dismay at the call.

If Japan had a plan, it likely was to make the hard-throwing Holman work, and the tall right-hander did just that. When he struck out Sho Miyao looking to end the second inning, he had thrown 50 pitches. Not a good omen for the West champions with a maximum of 85 allowed and Nick Mora, the hero of Saturday's win over Connecticut with a 10-strikeout, two-hit performance, ineligible to pitch.

Ishida wasn't faring any better. After three innings he had thrown 69 pitches, struck out five, walked three, and hit three batters.

Japan took a 3-2 lead when Takagi led off the bottom of the third by slamming a home run over the right-field fence on an 0-1 pitch. A smile on his face, Takagi raised his right arm in triumph as he rounded the bases and was mobbed by his teammates after crossing the plate.

Holman avoided further damage by striking out pinch-hitter Tatsuki Nagano and getting pinch-hitter Seiya Nishino to ground out to first with two runners on. When he went to the dugout, Holman had only three pitches left to reach the maximum of 85 and was through on the mound for the day.

"We certainly expected to get more than three innings from Grant," Tibbett said. "From the first inning, you could tell he was leaving pitches up. Once it took him 28 pitches to get through the first inning we knew somebody else would probably finish the game."

Batting with the bases loaded, Holman, who hit a grand slam earlier in the World Series, grounded to third and Japan got the forceout at home for the first out.

A day earlier, Japan twice escaped big jams in the win over Mexico, once with the bases loaded and nobody out. This time it failed as Cortez laced a two-run single to left field for a 4-3 lead.

Ricky Tibbett relieved Holman in the fourth and retired the side in order, striking out two, as Chula Vista crept that much closer to the title.

Patrick Archer walked leading off the fifth and Dominic Haley reached on an error by first baseman Kensuke Tsuchida to give California a chance to extend its lead.

Wiggs then laced a shoulder-high fastball down the left-field line for a single to load the bases, the ball hit too hard for Archer to score from second. That proved critical. Espinoza lined to left and Archer was doubled up at home on a strong throw by Gomi, and Mora struck out, stranding another two runners.

Panda Bore

The National Zoo announced via Twitter Friday that WE HAVE A CUB!!? Don?t get too attached yet, though?the survival rate for newborn giant pandas is low, and a cub born to panda mother Mei Xiang in 2012 died after a week. The only surviving cub from the zoo?s breeding program was Tai Shan, born in 2005. In an "Obit" published after the death of Tai Shan's predecessor Hsing-Hsing in 1999, David Plotz rails against enclosure-gazers' perception of the panda bear as the "embodiment of innocence, childishness, and vulnerability."

Hsing-Hsing and I grew up together. I arrived in Washington in late 1970 as a six-month-old infant. He came to the National Zoo about a year later as a six-month-old cub. As a child, I took more field trips and family outings to visit Hsing-Hsing and cellmate Ling-Ling than I can count. For the past six years I have lived next door to his zoo, and hardly a week passes when I don't jog or stroll through its grounds. I watched Hsing-Hsing grow from cub into giant panda and meticulously followed his efforts to mate with Ling-Ling. I knew this panda. So I speak from the heart when I say: Good riddance to the semi-bear.

Hsing-Hsing, who died Sunday, and Ling-Ling, who died in 1992, drove otherwise reasonable people barking mad. At the time of his death, Hsing-Hsing was the most famous animal in the world. More than 60 million people had visited him during his life sentence at the National Zoo. Pandaphilia turned the Washington Post into the zoo's own propaganda rag. According to obituaries, Hsing-Hsing "enchanted" and "enthralled" visitors. He was a wonderful "diplomat" between China and the United States. He was "sweet-natured"?the most "cuddly" and adorable of all creatures. "The world needs all the teddy bears it can get," mourned one Post memorial.

George Schaller, a leading panda biologist, describes giant pandas as perfectly symbolic animals. With their lovely fur, clumsy movements, and goofy faces, they seem the embodiment of innocence, childishness, and vulnerability. This is also the public image so carefully cultivated for them by endangered-species activists. But behind the pretty face lurks, well, a bore. If we're going to anthropomorphize pandas, let's be realistic about it. The idea that pandas are sweet and genial is ridiculous. Pandas are not ill-natured. They are worse: They are no-natured. Drearier animals you cannot imagine. They are highly anti-social, detesting interaction with other pandas and people. In all my treks to the pandas' cell and yard, I never once saw them be playful or affectionate or active or even violent. Compared to almost any other animal in the zoo?apes, big cats, seals, prairie dogs, snakes?the pandas were a drag. They led a life of unparalleled tedium. Pandas are Mother Nature's couch potatoes. They are staggeringly lazy, so slothful they avoid climbing trees because it's too tiring. Their entire lives are spent eating bamboo and sleeping. (Not that there is anything wrong with eating and sleeping?I would like to spend my own life that way?just don't call it endearing.)

But Hsing-Hsing and Ling-Ling were not simply dull. They were also unpleasant. Confinement depresses zoo animals, and the pandas were no exception, behaving more like kooks than teddy bears. Ling-Ling, unprovoked, assaulted one of her keepers and gnawed on his ankle. The animals' decadelong attempt to mate was played as comic opera, but it was much darker. At first Hsing-Hsing failed to inseminate Ling-Ling because he tried to mate with her ear and her arm. (He may have been inept because he never learned about mating in the wild.) Then the zoo imported a male panda from London Zoo to mate with Ling-Ling. He mauled her instead. (So much for panda comity.) Eventually Hsing-Hsing got it right, and between 1983 and 1989, Ling-Ling bore five of his cubs. All of them died within days. One cub perished after Ling-Ling sat on it. Another seems to have been killed by a urinary tract infection acquired from Ling-Ling. Keepers believe Ling-Ling infected herself by sticking bamboo and carrots up her urinary tract, surely neurotic behavior.

The National Zoo is pleading with China to replace its dead pandas. Mao Tse-tung gave Hsing-Hsing and Ling-Ling to the United States as a gift, but today's free-market China is savvier. The five pandas in American zoos are here on long-term loans, at a going rate of $1 million per pair per year. China has offered a discount to the National Zoo: $8 million for 10 years. The zoo has countered with $2.5 million. I say keep the money, leave the pandas in the wild, and buy a few more seals instead. After all, the Smithsonian just announced plans to stuff Hsing-Hsing and exhibit him. They could just stick some bamboo in his paws, return him to his old cage, and claim they had received a new panda. No one would notice the difference.

New cancer drug undergoes tests

THE Medicines Control Authority of Zimbabwe (MCAZ) is currently carrying out tests a new cancer drug discovered by an international cancer research and treatment institution so that it can be classified before use in the country.

The drug, chinmanna, has gone through international trials and was found to have lesser side effects, less toxins and effective in treatment of all types of cancers, according to Cancure Clinics chief executive Dr Parminder Kaur.

Kaur was in Zimbabwe early this month and met with representatives of cancer organisations in the country.

National Cancer Alliance of Zimbabwe executive director Dr Nelson Ngwaru told NewsDay yesterday modalities of distribution would be thrashed out once MCAZ had classified the drug.

?The classification of the drug will determine how it can be distributed, so they are still carrying out their chemical tests and by next week they would have classified the drug. Once classified, it will be registered and distributed,? he said.

He said they would run month?long trials on willing patients before distribution and although there were still negotiating the pricing, efforts would be made to ensure that the drug would be affordable.

Dr Ngwaru said they had held meetings with oncologists who expressed concern over ?the efficacy or potency of the medicine?, because cancer has resisted most drugs.

?They were a bit sceptical about the claimed drug efficacy considering that very few drugs have proven to be highly effective against cancer cells. But this was not a problem and we all agreed to put the drug on trial.?

According to Dr Kaur, trials of the drugs conducted in Taiwan had been successful and they hoped many other countries would benefit.
?This drug is very safe and non-toxic to use. After realising that it can save lives, we thought this drug needs to be exposed further in the world,? she said.

Extracted from medicinal plants, the drug uses a method called cancer immune therapy that involves stimulating a patient?s immune system to attack cancer cells.

Dr Kaur said the medicine does not destroy health cells unlike other methods of cancer treatment.

According to the Cancer Registry, about 4 000 cases of cancer were reported in 2010 through health institutions.

Fed minutes, euro zone surveys to point the way

LONDON (Reuters) - A blend of past and present holds the key this week to gauging global economic prospects.

Month-old minutes from the Federal Reserve could offer hints on when the U.S. central bank will scale back its extraordinary stimulus and up-to-date sentiment indicators will help track momentum in the reviving euro zone.

The single currency area ended an 18-month recession last quarter, growing 0.3 percent, and August business surveys are likely to show the modest recovery is slowly broadening out.

As well as a further rise in the euro zone composite purchasing managers' index (PMI), economists expect readings for the area-wide service sector and for French manufacturing to have punched through the no-change mark of 50 to show growth.

"The PMIs will confirm that pick-up we saw in the second quarter," said Daniel McCormack, a strategist at Macquarie in London. "All the evidence so far suggests that the trend has continued into the third quarter."

By the same token, the evidence is not pointing to a V-shaped recovery. For a start, April-June growth was flattered by a seasonal surge in auto production and a weather-related boost to German construction. Italy and Spain remained in recession.

"With fiscal austerity likely to remain a drag on growth and the financial sector still in a state of disrepair, growth looks likely to remain below average in the foreseeable future," said Jonathan Loynes with Capital Economics, a London consultancy.

And that annual average growth rate since the birth of the single currency in 1999 is just 1.3 percent.

DECODING THE FED

The U.S. economy is also performing poorly compared with past recoveries, but the Fed has been preparing markets since May for a reduction in the volume of bonds it has been buying to keep interest rates low and stimulate demand.

The only question is when the Fed will begin ?tapering' its asset purchases, now $85 billion a month. Investors will therefore be poring over the minutes of the central bank's July 30/31 deliberations for clues on whether the first move could come as early as September.

A lot will depend on the intervening data flow.

Jason Ware, chief analyst at Albion Financial Group in Salt Lake City, said the economy was stuck in an "uneven, muddle-through, sub-par recovery," but pointed to some encouraging underlying trends.

Retail sales have been resilient despite tax increases; the rolling six-month average of job growth has risen significantly; and the housing market is holding up despite a recent rise in mortgage rates as bond markets price in reduced Fed stimulus.

Housing dominates this week's U.S. data releases. Economists expect a rise in existing home sales for July but a pullback in new home sales after a jump in June.

"We're seeing continued strength in housing, which I think is key. Some data points have shown a slowing in activity, but I don't think we're going to pivot back the other way," Ware said.

Alongside improving confidence in Europe, signs of stabilization in China have helped brighten the global economic picture this month.

August's PMI manufacturing survey for China conducted for HSBC is likely to confirm that though the index stayed below the 50 mark, the world's second-largest economy is picking up from an early-year trough.

Ken Courtis, a private-equity investor and fund manager active in China, said worries about the risks facing the economy, especially of a crash in the real estate sector, were overblown.

Courtis, a former vice-chairman of Goldman Sachs in Asia, said he remained broadly confident about China - certainly when compared with countries on the euro zone periphery or the likes of India and Russia.

"If I had to draw up a ranking of these countries, China would be more near the top of the list," he said.

UFC Fight Night 26 ratings a huge success: 1.7 million viewers on FOX Sports 1

The opening day for FOX Sports 1 was capped off by UFC Fight Night 26: "Shogun vs Sonnen" -- and it was a rousing success. The overnight ratings showed a huge gain in viewership from both the defunct FUEL TV and SPEED networks as well as in key demographics.

They shoot, they score.

UFC Fight Night 26 helped usher in a new era in sports programming on FOX Sports 1 with "Shogun vs. Sonnen," the mixed martial arts (MMA) extravaganza held last Saturday night (Aug. 17, 2013) at the TD Garden in Boston, Massachusetts.

The?press release says it all:

FOX Sports 1, driven by UFC FIGHT NIGHT: SHOGUN VS. SONNEN, posted an average audience of 1.71 million viewers in prime time (8:00-11:00 PM ET), a more than 10-fold increase compared to that which SPEED, FOX Soccer and FUEL TV combined to deliver on the comparable night a year ago (141,000). Among younger demographics the comparisons are even more significant. FOX Sports 1 viewership was over 25 times greater than SPEED/FOX Soccer/FUEL TV among both Adults 18-49 and Men 18-49, and 40 times greater among Adults 18-34 and M18-34.

Wow.

This is what people might call a rousing success. Or as Ultimate Fighting Championship (UFC) President Dana White might say: ?:) There's more good news, by the way.

When they mentioned the younger demographics and the key male 18-34 group -- it's an astonishing jump.

For those unaware, that is a key demographic because that group includes some of the biggest spenders of money in the world. This is attractive to advertisers who want people to spend their discretionary income on their particular luxury goods and thus means that the networks (FOX, in this case) has a big incentive to make UFC a big part of its future to keep said demo in the fold.

As the Wrestling Observer?wrote (that's where ratings guru?Dave Meltzer resides at):

The number is nothing short of remarkable for the first night of a new station in an unfamiliar spot on the dial, even beating out all four networks in the 18-49 demo and every key male demo.

The card was stacked solid from top to bottom, and every fight save the lackluster one between Uriah Hall and John Howard was a quality affair.

Travis Browne had an astonishing?comeback TKO win over Alistair Overeem, Matt Brown obliterated Mike Pyle in under a minute, Chael Sonnen shockingly tapped Mauricio Rua in the first round, Urijah Faber and Yuri Alcantara had a?fantastic back and forth affair, Michael Johnson put a?surprise beating on hometown boy Joe Lauzon and well... Howard and Hall?high-fived each other a lot.

In short, when?we said that last Saturday night's event was?one of the best the promotion has put on ...?Yeah, they really?hit it out of the park.

Assad's forces push back rebels in Syria's Alawite mountains

BEIRUT (Reuters) - Syrian army and militia troops loyal to President Bashar al-Assad have pushed back a rebel offensive in the mountain heartlands of his Alawite sect, officials and activists said on Monday, after days of heavy fighting and aerial bombardment.

The assault by Islamist rebels on the northern edges of the Alawite mountains overlooking the Mediterranean drove hundreds of Alawite villagers out to the coast and marked a major challenge to Assad's reassertion of power over central Syria.

But the Syrian president, battling a two-year uprising which has descended into a devastating civil war, sent reinforcements to the rugged area of northern Latakia to repel the attack.

The Syrian Observatory for Human Rights monitoring group said Assad's forces have retaken all the military observation posts which rebels had seized when they launched their offensive two weeks ago, and regained control of nine Alawite villages.

The army was still trying to recapture two villages, the observatory's head Rami Abdelrahman said, adding that heavy fighting continued on Monday.

State news agency SANA said the army had "dealt with the last terrorist groups" in the area and seized their weapons.

Rebels killed 200 people, mostly civilians, and drove hundreds from their villages in the first three days of the assault, activists said. They also shot down a military jet, according to amateur video footage released on Sunday.

At one stage a rebel commander said the rebels had reached within 20 km (12 miles) of Qardaha - Assad's hometown and the burial place of his father Hafez al-Assad, who ruled Syria with an iron fist for three decades.

In a gesture of support for the rebel fighters, and a sign of the symbolic significance of their advances, the head of the Free Syrian Army was filmed visiting Latakia province last week.

But the army and pro-Assad National Defence Force militia fighters pushed the rebels back, killing many fighters including foreign Arab jihadists who formed part of the al Qaeda-linked brigades on the rebel front line.

Jets have also bombed the Sunni Muslim town of Salma which was the launchpad for the rebel attack against the Alawite villagers, a minority sect that is an offshoot of Shi'ite Islam.

Syria's conflict, which has killed more than 100,000 people, began as peaceful protests demanding Assad's ouster but is now marred by rising sectarian bloodshed between Sunnis and Alawites.

CHEMICAL TEAM

A team of United Nations chemical weapons experts arrived in Damascus on Sunday after months of delay and were due to start investigating reports dating back to last December about the possible use of chemical weapons in Syria's civil war.

The government and rebels accuse each other of using chemical weapons, a step which the United States has said would cross a "red line" in the conflict.

Like the broader Syrian war, the issue of chemical weapons has divided world powers. The United States said in June it believed Assad's forces have used them on a small scale, while in July Russia said rebels fired sarin gas near Aleppo in March.

The U.N. team, including weapons experts from the Organisation for the Prohibition of Chemical Weapons, will try to establish only whether chemical weapons including sarin and other toxic nerve agents were used, not who used them.

"This is the first probe of allegations of the use of weapons of mass destruction in the 21st century," U.N. Secretary-General Ban Ki-moon said on Monday.

"If confirmed, the use of chemical weapons by any side under any circumstances must be held accountable and would constitute an international crime," he told a news conference.

The team was due to visit three sites in Syria, including Khan al-Assal in the north, but it was not immediately clear when they would make those trips.

"In order to credibly establish the facts, the mission must have full access to the sites of the alleged incidents," Ban said.

"This includes access to the reported sites to undertake the necessary analyses and to collect samples. It also includes interviews and examination of witnesses, victims, attending medical personnel as well as the conduct of post mortem examinations," he added.

Syria's turmoil has not only torn the country apart, it is also dragging in neighboring countries and stoking regional sectarian tensions. Foreign Sunni fighters have flocked to Syria to battle Assad, and Lebanese and Iraqi Shi'ites have joined the fight on the president's side.

Fighters from al Qaeda's Islamic State in Iraq and the Levant have also increasingly clashed with Kurds in the north and northeast of the country - one factor behind a recent wave of refugees into Kurdish northern Iraq.

More than 20,000 people have entered northern Iraq since Thursday in one of the largest crossings since the conflict erupted in March 2011, some coming from as far away as Aleppo, 450 km (280 miles) to the west.

The border between Syria and Iraq has been largely closed since authorities of the Kurdish regional government shut the crossing on May 19, apart from a single formal crossing point at Al-Wahid in Anbar province.

The latest influx of refugees crossed a new pontoon bridge over the Tigris river at Peshkhabour, adding to the 150,000 Syrian refugees already registered in Iraq.

The total number of refugees who have fled Syria is now close to 2 million, and has nearly doubled in just five months, leading some of Syria's neighbors to tighten border controls to stem the flows in recent weeks.
