Animal mission to space gives clues to astronauts' vision problems

A mission with dozens of animals launched into space in a Russian satellite yielded clues to why astronauts' eyesight deteriorates in space, scientists say.

The experiment showed the capacity of the cerebral arteries was diminished in space, which accounts for the effect on vision, Vladimir Sychev of Russia's Institute of Medical and Biological Studies said.

"We used to think that in zero-gravity, fluid traveled upward and that the quality of [blood] improved, but it turns out that it is the other way around," Sychev told RIA Novosti. "The arteries of the brain come under duress and their capacity is reduced by 40 percent."

The "space ark" mission yielded useful information on the impact of space travel on the spinal cord, inner ear and processes at the genetic level, Sychev said.

Russia launched the Bion-1M satellite with its cargo of creatures on a 30-day mission in April to conduct research on changes to the body while in orbit.

Mice, geckos, gerbils, slugs and snails were onboard, along with containers of microorganisms and plants.

The mission was considered a success although few of the animals in the satellite returned from orbit alive, Sychev said.

Jefferson Parish hospital boards philosophically opposed in lease ...

Four years after Jefferson Parish began endeavoring to merge its public hospitals, philosophical differences between their governing boards are driving a seemingly irreconcilable split over which private company should lease the hospitals. The contours of the divide between East Jefferson General Hospital and West Jefferson Medical Center became clear over the past week in interviews with the hospital chairmen and executives of the two companies that each prefers.

West Jefferson aligns with the local non-profit Louisiana Children's Medical Center, which runs Children's Hospital, Touro Infirmary and LSU Interim Hospital in New Orleans and has a state contract to run University Medical Center, which is under construction in Mid-City. East Jefferson wants to go with the for-profit Hospital Corp. of America, one of the largest chains in the United States and operator of Lakeview Regional Medical Center near Covington, Tulane Medical Center in New Orleans and Lakeside Hospital in Metairie.

The Parish Council has the final say over which company, or companies, will lease the hospitals for the next 30 years. It, too, is divided, although council Chairman Chris Roberts has said he wants the council to make a decision in the coming weeks.

The Jefferson hospital boards draw on conflicting sets of values as they seek stability in an uncertain era for health care. West Jefferson prefers a homegrown organization with a trustworthiness that is validated by its non-profit status. Headquarters location and tax status are secondary concerns to East Jefferson, which is primarily focused on the cash that Jefferson will collect and the financial stability of the company that wins the lease.

West Jefferson views the state's partnership with Children's on the $1.2 billion University Medical Center as a safeguard for the system's future. The thinking there is that Louisiana's government has so much invested in the deal that it would never let Children's falter, much less fail, and thus Jefferson's two hospitals would be in good hands in the long term.

East Jefferson views such reliance on state government as a liability, and Children's as an outfit with little experience in running acute-care general hospitals, much less ?a track record of rapid expansion and growth. Instead, East Jefferson officials tout HCA's "multilevel economies of scale, going up the corporate chain," as East Jefferson Chairman Newell Normand put it.

Normand is exasperated with what he sees as West Jefferson's subjective bias in favor of nonprofits, all the more unjustifiable in his view because HCA is offering $538 million as an upfront lease payment, and would pay taxes on its capital investments in Jefferson's hospitals. ?compared to a $406 million lease and no tax revenue from Children's.

"Give us the data necessary to overcome the financial delta.Articulate to us the characteristics you're banking about Children's that compels you to bypass this delta," Normand said in describing requests to West Jefferson board members. "We don't get responses. We get not-for-profit versus for-profit."

The standard argument in favor of non-profit is that it plows its excess revenue back into improving the organization, instead of paying some of it out to stock holders. Children's President and Chief Operating Officer Greg Feirn stressed the point in an interview Friday.

West Jefferson Chairman Harry "Chip" Cahill bases his preference for Children's on an unquantifiable wariness toward mixing shareholders with health care. ?"I don't know what their motives are, or what their plans for the future are," Cahill said of HCA. "I know what the plans for the future for Children's is."

Normand, on the other hand, said "huge systems" such as HCA are the way of the future in the Affordable Care Act era, and that West Jefferson is arguing for "the status quo." He likens selecting Children's with "going to Harrah's to place a bet on the table," and his reasoning is fiscal in nature. Debt from the Touro and University Medical Center transactions is eating at the $1 billion that Children's holds in cash and investments, and Children's plans to borrow more to finance $406 million in upfront lease payments for the Jefferson hospitals, Normand said, citing financials that Children's provided in its proposal.

That places Children's debt-to-cash ratio in "the sucky arena," Normand said.

"They are burdened with that ratio, and they are very, very nervous," Normand said. "Now that you are starting to grow a system, you have to know how to manage debt, how to do it appropriately. And you have to have a comfort level in doing so."

Cahill, however, said non-profit hospitals are not going the way of the medicinal leeches. The American Hospital Association reports that only 1,025 of 4,973 community hospitals are for-profits, and Cahill said he thinks the ratio is "carved in stone.

The two boards' preferred lessees seem to align with their values, and Children's and HCA executives deploy selling points accordingly. HCA Delta Division CEO Mel Lagarde outlined the firm's plans to expand the Jefferson hospitals' reach through a feeder system of outpatient services. Feirn noted that, as a nonprofit, Children's can comfortably deliver money-losing programs such as mobile dental care, free examinations for low-income children, services for sex-abuse victims and others, without stock holders questioning the financial loss.

Lagarde and Feirn also rebut their organization's perceived weaknesses. Feirn said Children's debt-to-cash ratio would hold around 50 percent after the Jefferson transaction. Lagarde said HCA intends to start a community foundation with a $2 million investment, split evenly among the two hospital boards.

East Jefferson board members are so adamantly in favor of HCA that they are calling on Parish Council to let them to part ways with their West Jefferson counterparts, with each hospital seeking its own lessee. Cahill opposes this because he thinks the New Orleans-area market can support only one major hospital network, after Ochsner Health System.

Lagarde said HCA would consider leasing only one of the hospitals but would not discuss details. Feirn, while not ruling out a single-hospital deal, said ?leasing West Jefferson to Children's and East Jefferson to HCA would put Jefferson's public hospitals in competition with one another.

The way forward in the unwieldy lease process is anything but clear. The immediate argument among Parish Council members centers not on which company to pick, but on whether, and in what manner, they should receive a recommendation from the hospital boards' $1.3 million consultant, Kaufman, Hall & Associates, Inc. Inspector General David McClintock's report on the process is due to be released to the public within the next two weeks, and some council members have said they prefer to wait until then to vote.

Still, Roberts, the council chairman, says he has the four votes necessary to proceed with Children's, a preference he shares with Councilman-at-Large Elton Lagasse. Councilmen Ricky Templet and Mark Spears Jr. have not publicly stated their choice but are thought to be backing Children's. Council members Paul Johnston, Cynthia Lee-Sheng and Ben Zahn have clashed with Roberts over Kaufman Hall's role.?

Karen threatens US during quiet hurricane season

NEW ORLEANS (AP) ? Tropical Storm Karen was poised to become the first named storm to hit the U.S. during what had been a relatively quiet hurricane season.

Karen was forecast to lash the northern Gulf Coast over the weekend as a weak hurricane or tropical storm. A hurricane watch was in effect from Grand Isle, La., to west of Destin, Fla. A tropical storm warning was issued for the Louisiana coast from Grand Isle to the mouth of the Pearl River, including the New Orleans area.

From a tiny, vulnerable island off the Louisiana coast to the beaches of the Florida Panhandle, Gulf Coast residents prepared Thursday for a possible hit from the storm.

The National Hurricane Center in Miami said Friday morning that Karen was about 275 miles (445 kilometers) south-southwest of the mouth of the Mississippi River and was moving northwest at 10 mph (17 kph).

The storm's maximum sustained winds were near 60 mph (95 kph) with the National Hurricane Center saying little change in strength was expected Friday. But forecasters said some strengthening was possible Saturday, when the storm's center would be near the coast.

In Alabama, safety workers Thursday hoisted double red flags at Gulf Shores because of treacherous rip currents ahead of the storm.

In Mississippi, Gov. Phil Bryant declared a state of emergency, urging residents to prepare. State Emergency Management Agency Director Robert Latham said local schools will decide whether to play football games. He said the southern part of the state could have tropical storm-force winds by late Friday.

"I know that Friday night football in the South is a big thing, but I don't think anybody wants to risk a life because of the potential winds," Latham said.

Louisiana Gov. Bobby Jindal also declared a state of emergency, citing the possibility of high winds, heavy rain and tides. Florida Gov. Rick Scott declared an emergency for 18 counties.

Traffic at the mouth of the Mississippi River was stopped Friday morning in advance of the storm.

The Army Corps of Engineers said it was closing a structure intended to keep storm surge out of the Inner Harbor Navigation Canal in Louisiana ? known locally as the Industrial Canal ? where levee breaches during Hurricane Katrina led to catastrophic flooding in 2005.

Mayor David Camardelle of Grand Isle, La., an inhabited barrier island and tourist town about 60 miles south of New Orleans, called for voluntary evacuations as he declared an emergency Thursday afternoon.

Louisiana officials were taking precautions while noting that forecasts show the storm veering to the east. The storm track had it likely brushing the southeastern tip of the state before heading toward the Alabama-Florida coast. And it was moving faster than last year's Hurricane Isaac, a weak storm that stalled over the area and caused widespread flooding.

"It should make that fork right and move out very, very quickly," said Jerry Sneed, head of New Orleans' emergency preparedness office.

Offshore, at least two oil companies said they were evacuating non-essential personnel and securing rigs and platforms.

In Washington, the White House said the Federal Emergency Management Agency was recalling some workers furloughed due to the government shutdown to prepare for the storm.

White House spokesman Jay Carney said President Barack Obama was being updated about the storm. He said Obama directed his team to ensure staffing and resources are available to respond to the storm.

Hundreds of thousands of federal workers have been furloughed under the partial government shutdown. It's unclear how many FEMA workers are being brought back.

In Mexico's Caribbean coast state of Quintana, the brief passage of Karen before the storm moved north caused authorities to close seaports and some schools, but little rain was actually reported.

A few fishing camps and small hamlets along the coast were ordered evacuated late Wednesday, and some boat services were suspended for the estimated 35,000 tourists currently in Cancun. But the head of the Cancun Hotel Association, Roberto Cintron, said tourists appeared to be taking it in stride.

While meteorologists said it was too soon to predict the storm's ultimate intensity, they said it could weaken a bit as it approaches the coast over the weekend.

"Our forecast calls for it to be right around the border of a hurricane and a tropical storm," said David Zelinsky, a hurricane center meteorologist.

Whether it's a weak hurricane or strong tropical storm, Karen's effects were expected to be largely the same: Heavy rain with the potential for similar storm surge.

Forecasters say Karen is expected to bring 4 to 8 inches of rain to portions of the central and eastern Gulf Coast through Sunday night, mainly near and to the right of the path of the center.

Camardelle, whose vulnerable island is often the first to order an evacuation in the face of a tropical weather system, said the town was making sure its 10 pump stations are ready. He encouraged residents to clean out drainage culverts and ditches in anticipation of possible heavy rain and high tides.

"Hopefully, this one is just a little rain event," Camardelle said. "We don't need a big storm coming at us this late in the season."

Forecasters said a cold front approaching from the northwest was expected to turn Karen to the northeast, away from the Louisiana coast and more toward the Florida Panhandle or coastal Alabama. But the timing of the front's arrival over the weekend was uncertain.

Grand Isle suffered damage from Hurricane Isaac in August 2012. Isaac clipped the mouth of the Mississippi River for its official first landfall before meandering northwest over Grand Isle and stalling inland. Though a weak hurricane, Isaac's stall built a surge along the southeast Louisiana coast that flooded communities in neighboring Plaquemines Parish.

Karen was expected to pass over Gulf oil and gas fields from Louisiana to Alabama, but early forecasts suggested the storm would miss the massive oil import facility at Port Fourchon, La., just west of Grand Isle, and the oil refineries that line the Mississippi River south of Baton Rouge.

Grand Theft Online is a juggernaut, but there have been bumps in the road. Too many people attempting to play at the same time crashed the game and many people were not sure when the game would go online; in part because of the world?s varied time zones. Also, some people have criticized the game for depicting gratuitous blood and violence. How much bling will Grand Theft Auto Online bring?

Gamers were plagued by server issues, sometimes it didn?t load well, and there were problems with gamers getting disconnected.

What was Rockstar Game?s response?

Rockstar Games created a webpage in response to the complaints and issues consumers were having. The site will provide updates and it also apologized for the problems gamers were facing.

The statement said:?We apologize for any inconvenience, and thank you for your patience while we work to resolve this.?

Rockstar Games is also going to provide users email notifications and updates on issues that arise and the resolution to problems gamers might face in the coming days.

Grand Theft Auto Online is a prequel to GTA 5, which earned an impressive $1 billion in just three days. The company may not reap a second billion, but they do expect to earn $200 million with the online game.

How does Rockstar Games expect to earn $200 million when the game?s free to play?

Rockstar Games? Grand Theft Auto Online is the most successful video game in history, as far as how much it?s earned. According to Superdata, a research company, GTA publisher Take Two expects to earn another $200 million from Grand Theft Auto Online from extras such as downloadable content, as well as transactions in which players can purchase units of GTA$ from the game?s online store.

Expansion packs and upgrades will account for much of the ?downloadable content? that will cost consumers extra cash if they want to play them. Take-Two and Rockstar Games are also counting on earning some $40 million through players buying GTA$ with real-world cash.

With the GTA$ (which players also earn by playing the game), players can buy all the necessary stuff that they need to succeed in their criminal enterprises. These things include fast cars and weapons, and they can even purchase virtual stocks or hire strippers for lap dances and? other intimate transactions.

Take Two wants to extend the life of the game as much as possible and to allow consumers to make the experience as interactive as possible. Upgrades and expansion packs, they?re hoping, will be the key to ensuring that Grand Theft Auto Online has legs, and that it will be around and popular for a long time to come.

GTA 5 cost more to create than the majority of movies. While it?s made an impressive amount of money, and has more than paid for the cost it required to make it, Rockstar Games, Take Two, and the entire gaming industry is looking at ways to milk extra money from the original consumers of their products without pissing them off to too much.

Grand Theft Auto Online has had its share of glitches and bumps in the road already, and complaints from consumers. But, it?s still an extremely popular game, and Rockstar Games and Take Two are counting on it?s long-term earning potential. Just how much bling will Grand Theft Auto Online bring?

The question is not will Grand Theft Auto Online make Rockstar Games and Take Two another $200 million; but, rather how long will it take for it to make another $200 million? My guess is not very long.

Obama to meet congressional leaders over shutdown, debt ceiling

WASHINGTON (Reuters) - President Barack Obama will meet the four top leaders of Congress at the White House on Wednesday to urge lawmakers to reopen the government and raise the U.S. debt ceiling, a White House official said.

Obama will meet at 5:30 p.m. EDT with Republican Speaker of the House of Representatives John Boehner, House Democratic leader Nancy Pelosi, Senate Majority Leader Harry Reid and Senate Republican leader Mitch McConnell.

Obama will urge the House to pass a "clean" bill to re-open the U.S. government, the official said.

Boehner's office said the meeting would be the start of serious talks to bridge differences that led to government agencies closing down.

No one told Hitler about the government shutdown, apparently. At the time of this post, a shutdown edition of the popular YouTube meme ? which replaces subtitles to a much-abused scene from the 2004 German film "Der Untergang" ("The Downfall") to make der faux f?hrer freak out over any number of current events ? has yet to surface.?

Not so for the rest of the Internet, which was prepared with the obligatory quips, image macros (words over pictures that y'all call "memes") and sundry other reactions even before Congress failed to pass health care funding for Oct. 1. ?

Wikipedia was prepped and ready on Sept. 30, with a mostly blank page waiting update from the last government shutdown 17 years ago.?
