Exploitation, loneliness in sex tourism film at Cannes

CANNES, France (Reuters) - Just who exploits and who is exploited in the sex tourism industry is the question asked in director Ulrich Seidl's "Paradise Love", a powerful and unsettling exploration of female loneliness and economic imbalance in Africa.

Called "Paradies: Liebe", the German-language movie is in competition at the Cannes film festival and had its world premiere on Friday.

The Austrian director chose as his subject white European women in their 50s who go on holiday in Kenya where they meet so-called "Beach Boys," young men who become their lovers.

The women, past their physical prime and disappointed by past relationships at home, seek sexual fulfillment and a sense of feeling loved.

The men, who have few job prospects other than selling trinkets on the beach, expect money or gifts in exchange, if not the promise of a better life in Europe.

The women dream of finding someone who accepts them as they are and their lovers dream of getting ahead. The clash of intentions allows the film to paint a bleak picture of people's ability to communicate.

"Hakuna matata," or "no problem," might be the phrase the beach boys like to repeat, but the master-slave relationships create a tense atmosphere in the beach front paradise.

A form of colonialism is alive and well here, as the young black men struggle to please and to be paid.

One arresting image is of a group of young men hovering around a line of beach chairs on which the women sun themselves. The men watch attentively just meters away, hoping to be noticed, but they are segregated by a rope barrier.

Paradise Love is the first film in a trilogy that took Seidl four years to shoot. The three features tell separate stories about three women from the same family.

Seidl shot the film without a script, relying on the ability of actors to improvise around scenes sketched out in advance.

He spent a year and a half in the editing room before realizing that the three different plot lines would not hold together, leading to his choice of a trilogy.

TORTURED RELATIONSHIPS

Lead actress Margarethe Tiesel, a strong early contender for the best actress prize for a tour de force performance as Teresa, sees female loneliness at the heart of the tortured and artificial relationships between unfulfilled white women and young African men, many of whom are already married.

"The people who are at home, exploited, travel abroad and become exploiters in turn," Tiesel told a news conference. "I don't judge these women, I understand them fully and what leads them to this situation, the loneliness they struggle with."

That loneliness is exacerbated by disappointment, as the audience sees each young man that Teresa meets eventually pressure her for money, dispelling her hopes that they could love her.

In one sequence, Teresa tries to teach her awkward new lover, Munga, how to caress her breasts with tenderness.

"No, I'm not an animal. A cat, you know you pet them like this. Do it like this. With feeling. Do you understand? With feeling," she instructs him.

Seidl cast real-life beach boys in the film, a decision which adds to a sense of unsparing reality that is often hard to watch on the screen.

"He had experience with European women. He was authentic," Seidl said of the actor who plays Munga, Peter Kuzungu.

OSHA's Safety Tests Protect Workers at Little Cost: Study

THURSDAY, May 17 (HealthDay News) -- Government's workplace safety inspections reduce on-the-job injuries and related costs without hurting company profits, a new U.S. study finds.

To reach their conclusion, researchers looked at data on 409 California businesses randomly inspected by the state's Occupational Safety and Health Administration and 409 similar workplaces that weren't inspected.

Their finding counters the belief that government regulation of industry safety kills jobs, an idea dear to many conservatives and libertarians.

"We found that workplace inspections worked pretty much the way they are supposed to. They improved safety, and they did not cost firms enough that we could detect it," said lead researcher Michael Toffel, an associate professor at the Harvard Business School in Boston.

Comparing worker safety and corporate bottom lines in high-hazard industries, the researchers sought evidence to back charges that OSHA kills jobs, he said. They wanted to know if OSHA inspections were so disruptive or costly that they affected sales or led to layoffs, financial instability or closure.

"We found no evidence that these types of problems were happening in any systematic way following inspections, Toffel said.

The report is published in the May 18 issue of Science.

For the study, Toffel's group analyzed data from a study of workplace safety inspections conducted by California's Division of Occupational Safety and Health (Cal/OSHA).

The researchers found that in high-hazard industries, inspections reduced injury claims 9.4 percent and cut workers' compensation costs by 26 percent in the four years following inspection, compared with similar uninspected plants.

Inspected companies saved an estimated $355,000 in injury claims and compensation for lost work over that period with no impact on profits, they noted.

"Our study suggests that OSHA inspections are good for workers and for companies," Toffel said.

Because the study was limited to high-hazard businesses with 10 or more employees and just one state, the results may not apply across the board, the authors said, noting further studies are needed.

Others said the study's methodology and conclusions are flawed.

Devon Herrick, a senior fellow at the conservative National Center for Policy Analysis, a Dallas think tank, said the findings aren't applicable across the board.

"The key element in this study is that OSHA targeted only high-risk firms," Herrick said. "The authors make no claims that the results would be similar if replicated across all firms or low-risk firms. Thus, it would be a mistake to assume there is enough evidence to warrant OSHA expanding its inspection initiatives to firms not at high risk for workplace injuries."

Firms that were inspected likely learned of weaknesses and corrected deficiencies. Moreover, the inspections probably reminded firms to follow existing safety programs, he added.

Michael Cannon, director of health policy studies at the libertarian Cato Institute in Washington, D.C., added that "the question here is narrow."

Among industries with high injury rates, he said, did subsequent inspection of a random sample have effects relative to uninspected firms? Their finding was yes, he said.

"The generic question in the economics literature is whether there is any market failure," Cannon said.

"For example, should firms with bad histories have to pay higher wages as compensating differential, or does OSHA matter in terms of changing . . workplace fatality or injury rates -- probably not," he said.

Fitch Downgrades Greece: Ratings Agency Puts Country Into Junk Territory, Cites Euro Exit Risk

ATHENS, Greece ? Fitch ratings agency downgraded debt-crippled Greece deeper into junk territory on Thursday, warning of a "probable" Greek exit from the euro currency union if new national elections next month produce an anti-bailout government.

Fitch said it had cut Greece's rating by one notch, from B- to CCC, the lowest possible grade for a country that is not in default.

"The downgrade of Greece's sovereign ratings reflects the heightened risk that Greece may not be able to sustain its membership of Economic and Monetary Union," the agency said in a statement.

In addition to its acute financial woes, Greece has entered a protracted political crisis after national elections on May 6 left no party with enough seats in Parliament to govern alone, and nine days of hectic talks failed to produce a coalition deal.

The country is headed for a new vote next month, most likely on June 17, and anti-austerity parties which clocked strong gains on May 6 are again expected to do well. That has raised deep concerns that, if the new government reneges on Greece's austerity pledges, the European Union and the International Monetary Fund could cut off the flow of bailout loans. Those rescue funds have shielded the country from bankruptcy for two years but had been agreed upon in exchange for deeply unpopular cuts in pensions and salaries, accompanied by steep tax hikes.

"In the event that the new general elections scheduled for 17 June fail to produce a government with a mandate to continue with the EU-IMF program of fiscal austerity and structural reform, an exit of Greece from (the euro) would be probable," Fitch said.

"In the event of a Greek exit from EMU, Fitch would treat the forcible re-denomination of sovereign and private sector debt into a new Greek currency as a default event," it added.

While Greece can't be pushed out under eurozone rules, it could well choose to jump. Stopping the rescue loans could inflict such misery that Athens might prefer to return to a grossly devalued form of its old drachma currency, whose constant depreciation would make the economy more attractive to foreign capital.

On May 6, an electorate fuming at more than two years of suffering amid a deep recession and rising unemployment heavily backed a bevy of parties to the left and right of center that pledged to scrap or thoroughly revise the country's key austerity commitments.

The two mainstream, pro-austerity parties that alternated in power for the past four decades ? and joined in a six-month coalition last year to secure new bailout and debt relief deals ? lost more than half their support. Conservative New Democracy won a Pyrrhic victory as it had too few legislators to govern without the backing of at least one anti-bailout party ? all which declined.

The second-placed Radical Left Coalition, or Syriza, insists that Athens must tear up its belt-tightening commitments, and maintains that the eurozone can't afford to lose Greece as that would trigger the entire currency union's collapse.

Opinion polls suggest that Syriza could win next month's election. It would automatically gain a 50-seat bonus in the 300-strong Parliament, rendering a coalition with other anti-austerity parties possible.

But a new survey Thursday indicated that the vote will be closely fought. The Marc poll for private Alpha TV gave New Democracy 26.1 percent, followed by Syriza at 23.7 percent. Although it predicted a new hung Parliament, the poll showed that the conservatives could form a governing majority with the depleted Socialists, who are also pro-austerity.

The survey gave a 2.7 percent margin of error.

Martin Koehring, an editor of the Economist Intelligence Unit, said it looks "almost inevitable" that Syriza will be the strongest party post-electorally.

"As Syriza strongly opposes austerity but wants to remain within the euro area, there will have to be difficult compromises if Syriza were to form a new government (which itself is far from certain)," he wrote in an email.

Koehring added that while around 70 percent of Greeks ? and most parties ? still want to keep the euro, sentiment runs firmly against fiscal austerity.

"Both a new Greek government ... and (bailout creditors) will have to acknowledge this dilemma and will have to find some middle ground (potentially involving a slight renegotiation of the austerity package) to avoid Greece being forced out of the euro," he wrote. "One thing is clear: a new Greek governing coalition will not have the legitimacy from the Greek electorate to continue with the current austerity plan."
